Public procurement in Bulgaria follows the Law on Public Procurement, which is harmonized with the EU Directives in the area and stipulates the types of tender procedures as well as the thresholds applicable to each one of them. According to the Article 9 of the Law, “Any Bulgarian or foreign natural or legal person, as well as any group of such persons may be a candidate or tenderer in a public procurement procedure.” The main types of public procurement procedures are open, limited, contracting, and competitive dialogue.
